Yes, according to a Quora thread, the world's rarest passport is issued by the The Sovereign Military Order of Malta - also known as the the Crusader Knights. The rarest of passports is only issued to three of its officers at a time - the Grand Master, Deputy Grand Master and Chancellor. The organisation which is a Catholic order operating Charitable institutions and providing medical aid to people across the world has over 13,500 knights, dames and chaplains who work with 80,000 permanent volunteers and 25,000 employees. But apart from the top three, all other members use passports issued by their respective countries. The organisation now officially known as Sovereign Military Hospitaller Order of Saint John of Jerusalem of Rhodes and of Malta began in 1099 as the Crusader Knights Hospitaller. It was in control of Malta till 1800, but now it's control is restricted to two extra-territorial properties in Rome, from where it issues postage stamps, currency and passports.
