Kerala's capital Thiruvananthapuram is the best city in India when it comes to urban planning and design, capabilities and resources, political representation and transparency, accountability and participation. This is according to a study conducted by Banglore-based nonprofit Janaagraha Center for Citizenship and Democracy.

The Annual Survey of India’s City Systems assessed the performance of 21 Indian urban centres for various parameters like Urban Planning and Design (UPD), Urban Capacities and Resources (UCR), Empowered and Legitimate Political Representation (ELPR) and Transparency, Accountability and Participation.

Thiruvananthapuram and Mumbai scored an average of 4.2 out of 10.

Kolkata and Pune with a score of 4.1 each, came second in the ranking.
