Kerala's capital Thiruvananthapuram is the best city in India when it comes to urban planning and design, capabilities and resources, political representation and transparency, accountability and participation. This is according to a study conducted by Banglore-based nonprofit Janaagraha Center for Citizenship and Democracy.

Chandigarh, was at the bottom of the table with just 2 points.

While the overall average is around 3, it is far lower than that of cities like London and New York, which were the global benchmark for the study. The two cities had scores of over 9.

“These scores imply Indian cities are grossly under-prepared to deliver a high quality of life that is sustainable in the long term,” the report said.
